    Here's some guidance that the state of Pennsylvania has issued.

    Homeless Voter Registration

    On the mail-in voter registration forms there is a map -- so one can note the place where he/she spends most of his or her time; and this will then serve as the individual’s residence.  For the mailing address, which may be a post office box, he/she may use general delivery at a post office or a shelter where he/she spends time.

    Also, note that a registered voter who is homeless may vote in person at his or her polling place.  Starting with the November 2012 election, all Pennsylvania voters will be required to show one of the acceptable forms of photo identification at the polling place. If a voter cannot afford to obtain an acceptable ID, including the free PennDOT Photo ID discussed below, without the payment of a fee (for example, the cost of a certified birth certificate or transportation to a PennDOT Driver’s License Center to obtain the free PennDOT Photo ID), the voter can vote provisionally at the polling place and sign an affirmation to this effect.

    No Certified Copy or Original Birth Certificate

    For someone born in a southern state - and not Pennsylvania, he/she will need to contact the appropriate agency of the state in which he or she was born to find out how to request a certified copy of his or her birth certificate.  If born in Pennsylvania though, he/she can contact the Pennsylvania Department of Health online, by mail or in
    person.  One can even request an application online at www.health.state.pa.us or over the phone, by calling 1-877-PA HEALTH (1-877-724-3258).

    You will need to contact the county board of elections where you now live and get re-registered.

  • Register online before deadline?

    In Pennsylvania you can not register to vote online. You can use Rock the Vote's online tool to help you fill out your voter registration form. Your form needs to be post-marked by Tuesday 10/11/2011. You could also use our online tool to fill out your form and drop it off at your local board of elections office.

  • What are loophole type primaries?

    Pennsylvania's primaries are closed primaries. This means that you can only participate in a particular party primary if you are registered for that party. If you want to vote in the Republican Primary you will need to be a registered republican so on and so forth. Read about PA primary info here.
